Ok, well sysvinit didn't handle it then; so this isn't a bug. The upstart equivalent to "adding a line in inittab" is adding a file in /etc/event.d
I'm not sure starting getty on a serial console is appropriate, I remember that we used to prefer a shell (sulogin maybe) was run there instead -- I suspect this is something that would be controversial to do by default.
