Of course. Bluefish is an independent application (that just uses some GNOME libraries). Changing the GNOME setting does not have any effect on Bluefish, because it does not contain this functionality. And to my knowledge, nobody ever requested to show icons, text or both (I guess, that's waht you are trying to change) depending on a GNOME setting.
