In any case, this sounds like a bug that should be reported upstream to the rsync project itself, as in Ubuntu we don't expect to make rsync behaviour special as that would be confusing to rsync users across the ecosystem. Please check to see if in your opinion this affects the latest version of rsync as available directly from the rsync project, and if this is the case then please file a bug upstream and report the link to that bug here.
