On my Nexus 4, when I open the mouse & touchpad panel the following
string is displayed:

"You need to use a Bluetooth mouse or touchpad with this display. Make
sure it is close to the device and its batteries are charged."


I'm not a native English speaker but this wording seems wrong to me.

No external display was ever attached to my device, I should not (and I
don't) *need* to use a Bluetooth mouse or touchpad.

Maybe you wanted to mean something like the following?
"You can use a Bluetooth mouse or touchpad with this device. Make sure it is 
close to the device and its batteries are charged."
