Could I ask what packges you have installed? Libsodium is split into a number of binary packages. There is the "libsodium18" package containing everything needed to run applications compiled against the library, and "libsodium-dev", containing the extra files needed to compile applications that use the library.
What you've described sounds consistent with not having the "libsodium- dev" package installed.
