This time it went a lot further and actually fetched all (or most) of
the packages (sorry I was called away from my machine and the upgrade
tool had disappeared when I got back, but just before I left I said
something like 'fetching file 926 of 923' or something like that,
claimed to have about 2 minutes left).

No special mount options for /tmp, from fstab:

UUID=b8b35e7c-048b-44b0-82f5-007722a2a721 /tmp            ext2
defaults        0       2
