On ubuntu 16.04 ( where I first noticed the problem )

test@Asgard:~$ cat /etc/environment
PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games:/usr/local/games"
…all same as in 14.04
