My laptop is devoting nearly  4 Watts out of a total of 5-6 Watts idle
power to the USB device that is my fingerprint reader on a T450s
Thinkpad, when the fingerprint reader is not lit up and not being polled
for any good reason.

It should be using zero power under these conditions.
