Public bug reported:

$  sudo /snap/bin/ubuntu-device-flash --verbose core 16 --channel edge -o
xenial_core_amd64.img --developer-mode --gadget=pc --kernel=pc-kernel
--os=ubuntu-core --size=5
cannot bind mount /dev to /tmp/snap.rootfs_oKIcc0/dev. errmsg: No such file or
directory

 $  snap list
Name                   Version  Rev  Developer      Notes
ubuntu-calculator-app           4    ubuntucoredev  broken
ubuntu-core                     48   canonical      broken
ubuntu-device-flash    10       9    canonical      devmode

I have no idea what happened that it says "broken" in the Notes.
