Unlikely to happen for 16.10. An ocaml transition involves rebuilding and migrating ~220+ source packages. An update to ocaml to 4.03 did not build for all architectures either and needed further fixes. Best course of action is to collaborate in Debian on the update, and then pick it up in Ubuntu for 17.04.
