It seems to be happening only when the dialler is not loaded and the
phone is locked. Which, IMHO, is the most frequent case unless you're
expecting a call.

I tried the combinations of phone locked/unlocked, app loaded/not
loaded, app loaded and focused/unfocused.

It is reliably reproducible on arale and krillin.

  Sometimes when receiving a call the dialler is not fully visible and the
  header is clipped, like the entire page is slightly scrolled (cf
  screenshot)

+ 3. Take the call and wait until the dialler UI is fully rendered.
