Seems reasonable, but I'm not sure if it's worth breaking the various freezes 
for this.  However, your debdiff is not quite correct:
In debian/changelog: The release should be "gutsy", not "unstable", and it's 
not a "high" priority fix.
In debian/control: Since you've touched the package, you should update the 
maintainer field as per 
<https://wiki.ubuntu.com/DebianMaintainerField>.

Also, I think (but aren't sure) that your (Closes LP #foo) has the wrong
syntax.  I think it has to include "LP: #foo" in there, and most
packages just use (LP: #foo).
