Ok, better solution for the problem is creating 029-xen in /usr/share/ltsp/plugins/ltsp-build-client/Ubuntu with the following content:

then
chroot $ROOT apt-get $APT_GET_OPTS install libc6-xen
fi

and then exec:
sudo ltsp-build-client
--
