Same behaviour for soft blocking the device:

rfkill block bluetooth

rfkill list bluetooth
2: dell-bluetooth: Bluetooth
        Soft blocked: yes
        Hard blocked: no

rfkill unblock bluetooth
rfkill list bluetooth
2: dell-bluetooth: Bluetooth
        Soft blocked: no
        Hard blocked: no
9: hci0: Bluetooth
        Soft blocked: no
        Hard blocked: no

Result: Bluetooth not working and indicator-applet is gray.
