The log says

and later errors also say

error: cannot perform the following tasks:
- Mount snap "basic-binaries" ([start snap-basic\x2dbinaries-x1.mount] failed 
with exit status 5: Failed to start snap-basic\x2dbinaries-x1.mount: Unit 
snap-basic\x2dbinaries-x1.mount not found.

This is also perfectly reproducible locally: autopkgtest snapd -- qemu
autopkgtest-yakkety-amd64.img
