I completely understand not wanting to give inexperienced users the
ability to break things...

I had a similar solution in mind. Under the custom config option there
should probably be a little note looking something like the following:

Custom: Use a custom user defined set of effects. In order to customize
your effects settings you must install the package 
<i>compizconfig-settings-manager</i>.
Use caution, this option is for advanced users since it can be error prone. If 
you are unsure
use one of the other three options above, they provide great working defaults.

What would be nice too is if the package name was a link of some kind that
installed the package for the user.
