This bug appears to occur in several distros and architectures. On this
machine, it appeared somewhere in the last week of January, 2016, after
a system update.
On boot, the laptop monitor often flickers several times (signal
connecting and disconnecting) and always settles onto a full backlight
back screen. The screen does not change after that.
I found reports that adding nomodeset to the grub parameters would
resolve the issue. It does, but the workaround has significant issues
in 16.04. The nomodeset parameters conflict with both the amdgpu driver
package and the radeon driver package. When the machine boots, it is in
800x600 resolution. While I can add new resolutions, attempting to
switch to them with xrandr throws the error "configure crtc0 failed"
