Thanks for reporting. :) Most of the time, packages are automatically synced from Debian Sid to the current Ubuntu development version. (Trilinos 12.6.3-1 was synced the same day you reported this issue, so I believe this can be closed.)
If a manual sync is needed (for instance when Ubuntu has entered import freeze), please subscribe the ubuntu-sponsors team so that they are aware of it.
