I'm going to be the obvious evil person here and say that an example config file is just that - an example. It doesn't look to me like this installs directly onto the disk for nginx to use out of the box, and requires users to refer to it to clone it over and adapt accordingly. The NGINX perspective is "they should learn how configs work."
