Packages for network-manager-applet 1.2.0-0ubuntu0.16.04.3 solved the
icon issue.

Verification steps:
----------
1. Go to "Software & Updates" > "Developer Options" tab > tick "Pre-released 
updates (xenial-proposed)" > save changes

2. Perform the following commands:
$ sudo apt-get update
$ sudo apt-get install gir1.2-nma-1.0 gir1.2-nmgtk-1.0 libnm-gtk-common 
libnm-gtk0 libnma-common libnma0 network-manager-gnome
$ sudo reboot

3. Make sure no network connection (wifi, ethernet, wwan) is connected.

4. Connect to a mobile network => mobile icon is shown [OK]

5. Connect/disconnect antennas to the system => icon changes in
accordance to signal strength. [OK]
