This has worked fine in the past, but now it seems it ignores "packages:". The "runcmd:" commands assume that the listed packages are already installed. Is that a wrong assumption and I've just been lucky in the past? The setup fails with + systemctl start haveged Failed to start haveged.service: Unit haveged.service not found. There is no trace of attempting to install "packages:", neither in cloud-init.log nor cloud-init-output.log.
