To prevent such a situation you can install the linux-YOURARCH/FLAVOR (e.g. linux-generic for x86/x86_64) metapackage, which depends on linux- image-YOURARCH/FLAVOR AND linux-restricted-modules-YOURARCH/FLAVOR. This should prevent the update until all dependencies are satisfyable.
