I am facing the same problem and haven't yet even been able to work
around it.

In my case conjure-up doesn't even start trying to bootstrap - just
bombs out straight away with an error stating that my lxd network
interface isn't configured.

Does look like this is related to juju and the issue stated above.

Does anyone have any other workarounds to try for now to at least get
myself running?
