I'm experiencing this bug too, and my partitions are /dev/sda* type, so
the workaround in comment #74 has no effect. With the other issues in
boot and upgrade I have notice that my boot last until I stop or restart
any service

XX-laptop:~$ systemd-analyze
Bootup is not yet finished. Please try again later.

XX-laptop:~$ sudo systemctl restart bluetooth.service
[sudo] password for XX:
Please enter passphrase for disk XXXXXXXXXXXXXXXXXX (cryptswap1) on none!
XX-laptop:~$ systemd-analyze
Startup finished in 4.593s (firmware) + 6.599s (loader) + 8.935s (kernel) + 1h
2min 54.118s (userspace) = 1h 3min 14.247s

I think it's not related with de partition name type.
