My PDF viewer warn that "Unable to open document"
In addition, maint-guide.ja.pdf is very small. Only 24 bytes.
I think this PDF file is broken. It was installed from maint-guide-ja.
In my opinion, this problem isn't occurred in Debian's repository.
I tested same operations at Debian jessie, but PDF file was normal.
