For gutsy, we've introduced a GUI tool for configuring synaptics to turn
on/off touchpad scrolling and made the necessary alterations to xorg to
enable it, which I think will solve this need. I am closing this bug as
fixed, but if you test Gutsy and find it does not address it adequately,
please feel free to reopen this bug with details about the remaining
issue.
