Binary package hint: update-manager

I have Edgy Server installed (upgraded from Dapper).
I run update-manager (from a remote xterm) and it offers me to upgrade to 7.04.
I accept, but it soon dies (relatively gracefully) because there is no 
ubuntu-desktop installed, and it says it can't upgrade without that. 

Of course there isn't. It's a server, and Ubuntu doesn't install desktop
stuff (another 600MB) on its server distro.

This is a big disappointment to the server administrator who is offered
a tool to upgrade!

Correct behaviour would be to

- not offer to do the server dist-upgrade in upgrade-manager 
- know how to upgrade something that is a server, not a desktop

If policy is that servers shouldn't be managed with GUIs, then the gui
should recognise that it is dealing with a server and not offer to
upgrade. If this is the policy, then this can also be considered a
feature request.
