I can confirm this bug in 16.04. Had a hard time finding it as i only changed this shortcut and searched for resetting shortcuts in general, but only now noticing that other shortcuts work fine. Setting the ~/.config/kglobalshortcutsrc read-only doesn't work for me btw, the content stays fine, but the shortcut doesn't work nevertheless.
