Public bug reported:

Apparently the package appmenu-qt5 interferes with the ability to use
the keyboard shortcuts in the ipe drawing program, if ipe is compiled
with qt5.

Workarounds apparently include recompiling ipe to use qt4, or removing
the appmenu-qt5 from the system. I chose to remove appmenu-qt5, but I
may suffer issues with other qt5 software because of that, I'm not sure.

The issue is known to the primary ipe developer, per
https://github.com/otfried/ipe-issues/issues/42

ipe becomes virtually unusable without keyboard shortcuts.
