Upgrading from Ubuntu 15.01 to 16.04 saw this bug but upgrade continued to end, but aborted after installing packages, but before clean-up. Installer indicated that the system was not upgraded, but after a reboot the system reported itself to be 16.04. Did apt-get autoclean that cleaned up a lot of unused packages. Then did "sudo apt-get install gnome-menus --reinstall" and got the following result:
