Do you have a pool and members added to the load balancer?  Without
those there's nothing to load balance and I believe HAProxy will respond
with a 503, but I'm not entirely certain.  It could be a number of
things, but I'd start by adding a default pool to the listener you
created, and add members to that pool that can serve traffic.  If that
still doesn't work then it could be that a security group rule needs to
be added, or that the route is messed up on the agent host.  Would
require some troubleshooting.  I do believe this bug is still Invalid
though as it is just an operator setup problem.
