Curiouser and curiouser. I've just tried plugging in an external display (for the first time since upgrading to 16.04).
Both gui and randr reported the correct display configuration and both displays worked. Now that I've unplugged that display again, the systemd inhibit block has disappeared and the system will now suspend on lid close both on mains and battery power.
