I think this may be caused by having locally-built/upgraded perl modules. This can be fixed after the upgrade is over by running CPAN and manually upgrading your perl modules. Then do:
apt-get update apt-get upgrade and you'll have a finished upgrade to 16.04, including spamassassin.
