I think this may be caused by having locally-built/upgraded perl
modules.

This can be fixed after the upgrade is over by running CPAN and manually 
upgrading your perl modules.
Then do:

apt-get update
apt-get upgrade

and you'll have a finished upgrade to 16.04, including spamassassin.

Complete sequence of commands I used to fix the problem, finish the
16.04 upgrade, and get spamassassin working again:

cpan
upgrade
quit
apt-get update
apt-get upgrade
sa-compile
spamd [-whateveryoulike]
