Granted, something is wrong here.  But you reported a bug against the
shim-signed package about a failure to upgrade.  The upgrade failure is
because your ESP is not mounted.  Ubuntu did not unmount this partition; you
must have made a local change to your fstab to comment the entry out.
Ubuntu also did not remove the Windows bootloader from the ESP; if you are
unable to boot Windows, that is not a result of an Ubuntu bug.
