Public bug reported:

Some KDE translation packages, including Korean, are not properly
updated to 15.12 in Ubuntu Xenial. As a result, during upgrade or
installing new packages, packages are trying to remove itself and as a
result there is no localization. Manually installing the package will
solve the localization problem, but will cause various problems related
to the further package installation.

Current package version of kde-l10n-ko, which is lower than 15.12:

$ apt-cache policy kde-l10n-ko
kde-l10n-ko:
