Public bug reported:

When I rearrange my desktop icons or change the wallpaper, the information is 
stored in the file ~/.config/pcmanfm/lubuntu/desktop-items-0.conf
However, after rebooting, the config file is replaced with the default, desktop 
icons rearranged to the left and the wallpaper is replaced with the default 
one. Sometimes, if I only move just some icons, not all of them, the settings 
are saved and not replaced after reboot.
