karlrhs, you are suffering bug #99372. Probably the other distros have individually patched the KDE Printing Manager and not submitted the patch upstream or they use other printer setup tools by default. In the former case we should take the patches from the other distros, in the latter case Kubuntu should use system- config-printer and hal-cups-utils by default.
