Public bug reported:

running `ls -lha` on `/var/www` or `usr/share/nginx/` show that these
folders (including the html folder) are for some reason owned by root
user instead of `www-data` user as in previous ubuntu versions.

running `groups` shows the following output
$ groups
lewis adm cdrom sudo dip www-data plugdev lpadmin sambashare docker libvirtd

So the www-data exists, it's simply not the owner for the `/var/www` or
other relevant folders

I'd also prefer the permissions to be 775 by default as without that,
multi-user editing of www files is more prone to non-errors resulting
from group permissions
