Tis means you need to go and visit that place in Africa ASAP :)
Try what JMB suggested in post #4:
- edit /opt/google/earth/free/googleearth with sudo
- make sure there is only one "export LC_ALL= ...." line
- make that line pointing to your specific ISO locale; for DE take JMP's 
example in post #4, or for finish put fi_FI ISO-8859-1 etc.
