I’m not sure but I think you should be getting the system update notification regardless. The update won’t be automatically downloaded on mobile data (unless explicitly instructed otherwise), but the notification should be there anyway, I think. Might be worth a bug report at https://bugs.launchpad.net/ubuntu/+source/ubuntu-system- settings.
