I can confirm that with a fresh install of 14.04.4 using 5.7.2~dfsg-8.1ubuntu3.1 I can reproduce this bug. Installing the updated version (5.7.2~dfsg-8.1ubuntu3.2) from proposed does fix this bug, and I can create my SNMP user.
