I've been running shutter via this PPA successfully: sudo add-apt-repository ppa:shutter/ppa ; sudo apt-get update && sudo apt-get install shutter
Since the package in the main repository doesn't work at all, just taking the package from this PPA and putting it into the main repository would be a huge improvement.
