I have this issue on both desktop and laptop (16.04 on both). Observations: 1. Firefox/Thunderbird always have menus, while regular gtk programs (nautilus, gnome-terminal) are not. So, issue in some gtk component. Not tried qt apps. 2. When I boot PC/laptop and then login - issue mostly present. Then I end session and relogin - issue gone. 3. When I boot PC/laptop and not login for some time (several minutes) - then login - no issue.
