The commissioning process does not detect the partitions of the disk because MAAS will change the layout after commissioning. If the disk layout has been changed from MAAS itself, and the user re-commissions the machine, the user has the opportunity to "keep" the storage changes, if so desires.
If I understand this bug correctly, you had your disk pre-partitioned and you commissioned it, and MAAS didn't, as it is expected, detect the partitioning layout. As such I'm marking this bug as invalid, because it is not in MAAS. However, if you changed the layout manually on the MAAS UI/API, and re- commissioned the machine, and selected the option to 'Keep' the partitioning layout on commissioning, but MAAS didn't keep it, then this would be a different bug.
