Steps to reproduce bug:
1. Open System Settings app, and open the VPN panel
2. Click "Add Manual Configuration" button to open the "Set up VPN Page"
3. At this point, just close the system-settings app
4. Reopen System Settings App and then VPN Panel
What happens:
VPN Connection 1 is created
What is expected
I would expect to have no VPN connection created since I didn't continue with
my VPN creation process.
