I just did a new install Ubuntu 15.10, network-manager:amd64/wily-
updates 1.0.4-0ubuntu5.2 uptodate.  I'm using a Realtek RTL8191SU USB
wireless adapter.  Everything works fine when booting from the "live"
install media (a usb flash drive).  However, every time I boot from my
SSD, network-manager starts but the network is disabled.  I have to
restart NM service to get connected.  The workaround solution was to add
the following 2 lines to the /etc/rc.local file.  Now I have wifi on
boot every time.  How do I help fix this?

sleep 3
service network-manager restart
