We use *.UTF-8 locales throughout Ubuntu and do not regard them as
"legacy". In fact that naming scheme is the only one listed in
/usr/share/i18n/SUPPORTED, which is the canonical list of locale names
supported by our system. I view it as an unfortunate accident that
'locale -a' canonicalises differently.
