If plymouth is installed, but the kernel command line does not have
"splash", then this is very similar to bug 1432265 -- at least this
would definitively break passphrase input under systemd in this case
(see

-- wily's plymouth package is a bit different, but it has that bug too).
Can you please try to remove /usr/share/initramfs-tools/scripts/init-
top/plymouth, then "sudo update-initramfs -u", and reboot -- does the
passphrase prompt appear then? Unfortunately wily's plymouth version
does not yet check for "nosplash".
Alternatively you can also try tomorrow's Xenial daily image. I uploaded
the fix to xenial today, and it should land in a few hours.
