Ubuntu 16.04 should be released with ffmpeg 3.0 as default. For VLC you
could release renamed ffmpeg packages(like _2.8 as ubuntu does with many
packages) or add ffmpeg as part of vlc(and renamed libs) or just compile
it static-ffmpeg and vlc are gpl so no problem. When vlc resolves ffmpeg
3.0 compatibility, there could be simple update
