Thanks for the hint, but it's only a work around and not a fix.

Even it worked for me, everybody who is upgrading from a gutsy tribe
with texlive-base-bin version 2007-12 and texlive-base 2007-10 will run
into this problem. As you can see at bug report #147310 none of them
will have the idea to read a debian bug report about tex.

A fixed release should repair a broken configuration by itself, without
user interaction and failure of dpkg.


ps. the working work around for me was this:
# dpkg --force-confmiss -i texlive-base-bin_2007-12ubuntu3_i386.deb 
texlive-base_2007-10_all.deb texlive-latex-base_2007-10_all.deb 
texlive-latex-extra_2007-3_all.deb
